MELBOURNE (Reuters) - The World Anti-Doping Authority's prescribed testing is "ineffective" at catching drug cheats and should be supplemented by criminal penalties for athletes who refuse to cooperate with investigations, Australia's Olympic chief has said.

Australian lawmakers are weighing proposed law changes that would boost the powers of the country's national anti-doping agency, including giving it the authority to fine people up to A$5,100 ($5,200) for withholding information in an investigation.

Australian Olympic Committee chief John Coates has said the civil penalty would not be enough, however, and has pushed lawmakers to consider adding the threat of jail time in the proposed amendments.

"There is a case for us to acknowledge that the testing that WADA prescribes, and that is carried out in this country and around the world, is ineffective at catching drug cheats," Coates told a senate hearing in Canberra on Friday.

"But WADA isn't in a position to tell you what to legislate.

"I think (the proposed bill) is a very big improvement as drafted with the civil penalties, but I certainly think there's a case for having criminal penalties."

Australia has been rocked by a government report released last month that found "widespread" doping among professional and amateur athletes Down Under, with the supply of banned drugs fuelled by organized crime.

The Australian Sports Anti-Doping Authority (ASADA) announced it was conducting probes into the country's two most popular football codes, Australian Rules and the National Rugby League, in the wake of the report.

The proposed changes outlined in the 'Australian Sports Anti-Doping Authority Amendment Bill 2013' have been described by the country's top athletes' association as "troubling" and premature.

"The Bill would grant powers to ASADA which would be insufficiently defined under the amended legislation and would infringe human rights and principles of best legislative practice," the Australian Athletes' Alliance said in a submission.

Lawyers have also criticized the bill's compulsory disclosure amendment as violating a person's right not to "self-incriminate".

The AOC has been vocal in its hard line against drug cheats and will make athletes competing at next year's Winter Games in Sochi sign statutory declarations saying they have no history of doping.

The doping crackdown Down Under has sparked heated criticism from some top athletes and sports pundits, who have denounced the investigations as politically-motivated witchhunts that have, as yet, failed to unearth any offenders.

(Reuters) - As a former chief executive of the United States Olympic Committee, Jim Scherr knows better than most the daunting challenge facing wrestling as the sport tries to avoid being tossed from the Games.

Earlier this month the International Olympic Committee (IOC) made a surprise recommendation to drop the sport from the 2020 Summer Games, leaving wrestling to fight with seven other disciplines for one spot when the board meets in May.

"It is a major challenge for the sport, by no means is there any easy victory here," Scherr said during a conference call on Thursday to outline wrestling's plans to save the sport. "But I think from what I've heard from people connected to the IOC that there is a path here for wrestling, that it can remain on the program.

"Wrestling has to work hard to do so and we're optimistic with the leadership that has been collected on a worldwide level that we're up the task and we'll get that job done."

The IOC's decision has been greeted with outrage across the wrestling community, triggering protests and petitions.

Russia's Sagid Murtazaliev, heavyweight freestyle champion at the 2000 Sydney Games, and Bulgarian wrestling federation president Valentin Yordanov, a winner at the 1996 Atlanta Games, returned their Olympic gold medals to the IOC in protest while the Japan Wrestling Federation launched an online petition.

The threat of having wrestling dropped from the Games has also created an unlikely alliance as Iran and the United States put aside nuclear issues and political differences to join forces to save the sport's Olympic status.

"They (Iranians) do feel the exact same as we do, they could just not believe that would be the decision with wrestling being one of the original sports in the Olympics." said American freestyle Olympian Coleman Scott. "They are as passionate about the sport as we are.

"We have to bond in the whole wrestling community to get this back into the Games."

CAUGHT SLEEPING

With only seven months to convince IOC members to remove wrestling from the chopping block, wrestling officials are marshalling their forces.

Contested in the first modern Olympics in 1896 and part of the ancient Games in Olympia, wrestling joins baseball and softball, making a joint bid, martial arts karate and wushu, rollersports, wakeboarding and squash as candidate sports battling for one vacant spot in a revamped program.

The IOC executive board will meet in St. Petersburg in May to determine which of them will be put to the vote in September at the IOC session in Buenos Aires.

International wrestling's governing body FILA conceded that the organization had been caught sleeping and now must quickly address several issues if the sport is to survive.

Scherr, a former Olympic wrestler and a newly appointed member of the FILA bureau, said the governing body has not done a good enough job integrating itself into the worldwide Olympic movement.

If wrestling is to remain on the Olympic program, Scherr believes the rules need to be simplified and the presentation of the sport must be improved, creating a better media model and sponsorship platform.

"Everyone connected with the international wrestling movement will agree that in hindsight they could have done much more," said Scherr, who will also spearhead USA Wrestling efforts as a key member of the recently formed Committee for the Preservation of Olympic Wrestling. "President (Nenad) Milovic will be the first one to say FILA could have done a better job, we will now do a better job.

"There is a lot of work to do. FILA and leaders in the United States need to understand the IOC's process and why they took this decision convince of the value of wrestling and why it should remain on the program."

(Reuters) - The Los Angeles Galaxy kick off their campaign for a third straight Major League Soccer title without David Beckham but with the promise of a new star and rivals desperate to end their domination.

The New York Red Bulls have overhauled their coaching and playing staff in the off-season as they seek to end their 18 year wait for a first MLS title and the Seattle Sounders large fanbase also crave a first championship.

But the challenge to the Galaxy could well come from one of the more modestly assembled but astutely coached teams such as Sporting Kansas City, D.C. United or recent challengers Houston and Real Salt Lake.

The departure of Beckham is likely to impact the Galaxy box office more than their performance on the field with Robbie Keane taking on the leadership role.

Landon Donovan, the U.S's all-time top scorer, will miss the first two months of the season while he takes a brief sabbatical from the game, but he and Irish international Keane will likely be joined by a well-known international player, according to team owner Tim Leiweke.

"I promise that we're not done, the best one is coming, well, don't tell Robbie that the best one is coming, the second best one to Robbie is coming," Leiweke told the teams' website.

A new signing might not arrive until the end of the European season in May - Leiweke named Brazilian Kaka, currently with Real Madrid as his prime target when Beckham departed in December and the club has also been linked with Chelsea and England midfielder Frank Lampard.

The Galaxy will have a new goalkeeper in Italian Carlo Cudicini, signed from Keane's old club Tottenham Hotspur, but the team, coached by ex-U.S. national coach Bruce Arena are not shy about splashing the cash.

"As long as these guys stay committed to wanting to have that target on their back and wanting to create a legacy and wanting to step up to the pressure of being part of the LA Galaxy, I always tell Bruce, we've got your back and we'll get you the resources that we need," he said.

The Red Bulls have also invested in foreign talent - former France and Arsenal striker Thierry Henry is supported by Australia's ex-Everton midfielder Tim Cahill and former Brazil international Juninho Pernambucano, previously with Lyon in France and a spectacular free-kick specialist.

New York have struggled to find the right chemistry in recent seasons but hope former defender Mike Petke will get the balance right this season.

"If you can find some consistency that can always help. We have a new coach, new staff, new players. It is easy to talk at the beginning of the season about what you are going to do and so on - we need to get into a consistent rhythm," Henry told Reuters.

The Red Bulls will have to fight hard in the Eastern Conference though - Sporting Kansas City and D.C United finished as the top two last year and look likely to be in the frame again this time around.

K.C coach Peter Vermes and D.C. boss Ben Olsen are both building good reputations for their ability to get the most out of their squads and find and hone talent.

Three of their players have headed to play in Europe - a loss for the clubs but a sign of the increasing value of MLS players.

Sporting lost Sierra Leone forward Kei Kamara to Norwich City and Honduran Roger Espinoza to another Premier League club Wigan Athletic during the off-season while D.C. sold Andy Najar to Belgium's Anderlecht.

The Houston Dynamo, who were runners up in the past two seasons, have an astute coach in Dominic Kinnear who has succeeded in building a consistently solid team who peak in the playoffs and it would be no surprise to see them in the frame again.

In the West, the San Jose Earthquakes finished top in the regular season and had the league's top scorer in Chris Wondolowski while Real Salt Lake have had to do a little rebuilding but will also concern the Galaxy.

The Sounders averaged 43,144 attendances last season but were unable to get past the Galaxy in the playoffs - they are reported to be close to signing Nigerian striker Obafemi Martins, formerly of Inter Milan and Newcastle United, to boost their bid this year.

PALM BEACH GARDENS, Florida (Reuters) - Tiger Woods, who saved par with a barefoot shot in water, and Rory McIlroy fired even-par 70s at the Honda Classic on Thursday that left the world's top two golfers six shots back of first-round leader Camilo Villegas.

Colombian Villegas capped a flawless six-under-par 64 with an eagle at the par-five 18th that left him one stroke ahead of South Africa's Branden Grace, Canada's Graham DeLaet and Americans Rickie Fowler and Robert Streb.

Villegas, who won here in 2010 but has struggled over the past 18 months, was one-under through 12 holes at PGA National but grabbed the outright lead with a scorching finish that saw him pick up five strokes over his final six holes.

World number one McIlroy had a similar day to Woods with a pair of birdies and bogeys and remained hopeful of getting in the frame for the weekend.

"If I had been playing well or playing the way I know I can there is something in the mid-sixties out there," said the 23-year-old Northern Irishman.

Woods, who started on the back nine, had a rough start with bogeys on his first and fourth holes but recovered with two birdies on the back nine in unusually chilly and overcast conditions for Florida.

The 14-times major winner bogeyed the par-four 10th hole and added another at the par-four 13th before recovering with a birdie on the par-five third hole.

On the par-four sixth, Woods hooked his tee shot into the water hazard but managed to save par after going barefoot, putting on his rain pants and playing out of the water.

'EXPLOSION SHOT'

"It was only half submerged so I could play some sort of explosion shot and get it back in the fairway," said Woods, who used a nine-iron out of the water.

"I wasn't trying to advance it very far just get it back on the fairway and give myself some sort of wedge shot in there - which I did and got up and down."

It might have been uncomfortable for Woods but his decision to get wet saved his round, particularly when he followed the par with a birdie on the par-three seventh.

"If I didn't get that upâ€'andâ€'down, I am looking at a six, threeâ€'over, and all of a sudden I flip it, make par there and birdie the next," said Woods. "Could easily have been three and all of a sudden I'm even."

Woods needed 32 putts in his round but appeared unconcerned with his performance on the greens.

"Just a ton of good putts that burned the edge and either the green didn't take it or I snagged it and I never really made anything until number seven," Woods told reporters. "It was a pretty boring day on the greens and I hit a lot of good shots."

Villegas has not won on the PGA Tour since winning the Honda Classic in 2010 and the 31-year-old looked at home hitting 10 of 14 fairways and 14 greens in regulation, needing just 27 putts, including nine one-putts.

"It's a great score, good day, perfect conditions, we got away a little bit with the weather," said Villegas, who enjoyed warmer and less breezy conditions in the afternoon.

Britain's Paul Casey had a nightmare round that saw him finish eight-over 78 after a round that included a birdie, seven bogeys and double-bogey.

CHICAGO (Reuters) - A top official with the cancer charity founded by disgraced cyclist Lance Armstrong acknowledged on Thursday that the athlete's doping scandal had tarnished its reputation and created "headwinds that were not only stiff but heartbreaking."

But Andy Miller, executive vice president of the Livestrong Foundation, said the group was "bigger than its founder" and insisted its fund-raising and outreach programs for those diagnosed with cancer had not been irreparably damaged by the scandal.

"It's been a difficult year," Miller told the group's annual convention in Chicago.

"I see no reason to avoid talking about that. ... We were deeply disappointed when we learned along with the rest of the world that we had been misled."

Armstrong was stripped of his seven Tour de France titles and banned for life from cycling in 2012 after anti-doping officials said he had cheated for years.

Armstrong did not appeal the ban, and in January he said the accusations were true in an interview with television host Oprah Winfrey. He had founded Livestrong in 1997 after he was diagnosed with testicular cancer.

Miller said the doping scandal was a "moment of enormous opportunity" for Livestrong. "We certainly have people's attention," he said.

"Will the Livestrong Foundation survive? Yes. Absolutely yes. Hell yes. Our work is too meaningful, our role too unique, the need too great to stand for any other answer."

Livestrong volunteers attending the convention reacted to Miller's speech positively, saying it would help the organization turn the page and concentrate again on its mission.

Ashleigh Moore, a 54-year-old cancer survivor and Livestrong volunteer from Adelaide, Australia, said Miller's message was "something we'd been waiting to hear" and predicted the group would now be able to "go forward with renewed energy."

Miller mentioned Armstrong by name four times in a speech that lasted nearly an hour. He alluded to the scandal itself many more times, but said it had not hurt the group's fund-raising.

"We ended 2012 with an impressive revenue number, exactly in line with our peers in the philanthropic community despite a tough economic environment," Miller said.

Tax-exempt nonprofit groups like Livestrong are required to file an annual report, known as a 990, with the Internal Revenue Service detailing funding and expenses for the previous year. Livestrong has not yet filed its 990 for 2012 and does not plan to do so until later this spring, a spokesman said.

Livestrong, headquartered in Austin, Texas, provides free support services to cancer victims and their families. The group says it has raised more than $500 million and served 2.5 million people affected by the disease over the past 16 years.

Armstrong stepped down as a Livestrong board member last fall in an effort, he said, to avoid damaging its fund-raising and programs.

PALM BEACH GARDENS, Florida (Reuters) - Tiger Woods had his bare feet in water to save par en route to an even-par 70 in the opening round of the Honda Classic on Thursday that left him four shots back of the clubhouse leaders.

The 14-times major winner, who started on the back nine at PGA National, got off to a rough start with bogeys on his first and fourth holes but recovered with two birdies on the back nine in unusually chilly and overcast conditions for Florida.

Boo Weekley, Sean O'Hair, Dustin Johnson and shared the early clubhouse league with four-under rounds of 66.

Woods, wearing a pullover, bogeyed the par-four 10th hole and added another at the par-four 13th before recovering with a birdie on the par-five third hole.

On the par-four sixth, Woods hooked his tee shot into the water hazard but managed to save par after going bare foot, putting on his rain pants and playing out of the water.

WASHINGTON (Reuters) - Frustrated, aggravated and searching for answers, Washington Wizards coach Randy Wittman says former first overall draft pick John Wall needs to remain upbeat during his puzzling slump.

"He is going through a rough stretch," Wittman said. "Whether it's a game, a stretch, two weeks, a week, 10 days, you got to fight through it.

"You can't succumb to it. You can't feel sorry for yourself."

The National Basketball Association's Wizards were a dismal 5-28 before Wall returned to the line-up in January following off-season knee surgery. But with the third-year guard back in action, the team is 13-10.

During the Wizards' 96-95 home loss to the Detroit Pistons on Wednesday, the point guard scored six points on three-of-nine shooting with a game-high seven turnovers.

"Just not making shots," Wall said softly after the Wizards' three-game winning streak was snapped. "That's all I can say."

The puzzling part of Wall's collapse is that the Wizards are playing better just by having the 2010 number one draft pick on the court.

In his past five games, including a one-for-12 shooting stinker against Toronto, Wall is averaging just 10.2 points on 29.6 percent shooting with 7.6 assists and 4.6 turnovers. He has at least six turnovers in five of his last nine games.

So puzzling is Wall's woes that reporters are questioning his health.

"No health (problems) at all," he said. "Just trying to play basketball and do my best to help my team win."

Wall played only 24 minutes against the Pistons and was outplayed by back-up A.J. Price, who scored nine points and had eight assists.

Wizards rookie guard Bradley Beal came to the defense of his struggling backcourt mate.

"He's passionate. He's competitive," said Beal. "I love that kid. He's a good point guard. I don't care what anybody says, he's going to be fine regardless.

"He just has to hold his head high and keep moving forward."

Wall had four early turnovers and was sent to the bench by Wittman.

"Those were great passes," he said. "Some of my teammates aren't catching them, some of them got tipped away. Just got to deal with it."

Wittman said Wall is not the only player that needs to keep pushing when things are not going well.

"Not only John, we feel sorry for ourselves sometimes instead of fighting through it," he said.

DUBAI (Reuters) - Novak Djokovic extended his winning streak to 16 matches after routing Andreas Seppi 6-0 6-3 on Thursday to set up a semi-final duel with former U.S. Open champion Juan Martin Del Potro at the Dubai Championships.

The Serb will go into Friday's encounter with a 7-2 winning record against Del Potro and has been victorious in their last three matches, but the Argentine did beat Djokovic to claim an Olympic bronze in London last year.

"Del Potro is a fantastic player, he's very powerful and has a great serve," Djokovic said in a courtside interview. "He likes this court, plays very aggressive, so I'll have to be on top of my game."

The Serb had been lax in the closing stages of his second round match and he began Thursday in a similar fashion, perhaps complacent due to a 9-0 winning record against Italian Seppi.

Djokovic's first serve was rarely on target in the opening game and a netted forehand left him facing a break point, but the 25-year-old escaped with a venomous serve and eventually held.

That scare seemed to refocus the Serb, who broke immediately by exposing the Italian's limitations - an erratic serve, short returns and a limp backhand.

Seppi won just 11 points in a first set whitewash.

Djokovic dominated from the baseline, slugging out the few rallies before injecting some extra pace into his ground strokes that Seppi had no reply to.

When the world number 20 did win his first game to make it 1-1 in the second set, he was greeted with rapturous applause from a crowd who did not want to see such a mismatch playing out before them.

Djokovic, seeking a fourth Dubai crown in five years and 36th tour title overall, broke decisively for a 3-1 second set lead as a flat-footed Seppi played a forehand that did not even trouble the tram lines.

Earlier, Del Potro's thunderous serving helped the Argentine overwhelm German qualifier Daniel Brands 6-4 6-2.

"If I am ready and I'm very solid with my forehands and serve … it's going to be a very big chance for me," Del Potro told reporters when asked about the prospect of a 10th meeting with Djokovic.

That confidence is a reflection of the former U.S. Open champion's improving form in Dubai following a scare in the first round in which he saved three match points before beating Marcos Baghdatis. He has eased through the next two rounds without losing serve.

Cheered on by pockets of Argentine support decked out in the blue and white stripes of the country's football team, he conceded just 10 points on serve against Brands in the volcanic afternoon heat.

The opening nine games all went with serve but then Brands faltered, bludgeoning a wayward forehand to concede the set.

Del Potro sublime ground strokes also proved lethal and he broke again for a decisive 2-0 lead in the second set.

Third seed Tomas Berdych continued his imperious form, swatting aside wildcard Dmitry Tursunov 6-3 6-2.

The Czech, ranked sixth in the world, has yet to drop a set in Dubai and will play Roger Federer or Nikolay Davydenko in the semis.

TORONTO (Reuters) - The Toronto Maple Leafs and Montreal Canadiens faced off against each other for the 717th time on Wednesday and as always the bad blood flowed.

It was the same when the two teams met 17 days earlier on Montreal ice, the nastiness no different from that witnessed in hundreds of other games in a rivalry that spans nearly 100 years.

The Canadiens and Maple Leafs are Canada's version of the Hatfields and the McCoys, a hockey blood feud that has at times split a country and divided families.

But it has also thrilled, the heat and passion generated by the National Hockey League's oldest rivalry capable of warming up a miserable winter's evening just as it did on Wednesday when the Canadiens struck for three goals in the last 11 minutes to steal a 5-2 win.

Good teams or bad, pre-season or playoffs, Canadiens-Leafs encounters are always circled in red by the legions of hockey fans in Canada's two biggest cities.

Even last season, when Montreal finished at the bottom of the Eastern conference, their 78 points just two fewer than Toronto, the clashes marked the highlight of disappointing campaigns.

But more than pride was on the line as the Canadiens paid their first visit to the Air Canada Centre this season sitting atop the East standings and Toronto just three points adrift.

Montreal has lost just four times in regulation this season, the Leafs handing them two of those defeats, including a 6-0 thumping on home ice.

Since that embarrassing beating, 'Les Habitants' have not lost in regulation running their record to 7-0-2 winning a typically ill-tempered hard-hitting affair that included a penalty shot, a game misconduct and the usual trash-talking.

"Growing up I watched these games all the time so I was quite familiar with the rivalry," Toronto's leading scorer Nazem Kadri told Reuters.

"Now playing in them it seems like a whole different rivalry, you really don't understand the intensity of the these games when you are just watching them on the TV."

Two of the NHL's Original Six franchises, the Canadiens-Leafs history stretches back to the founding of the league in 1917 but the roots of the rivalry run much deeper to the birth of a country divided by language and culture.

For a hockey mad nation the loyalties were as clearly defined as Quebec-Ontario provincial border, French-speaking Canadians on one side, English on the other.

With expansion and the addition of five more Canadian teams, the Montreal-Toronto rivalry no longer dominates the national hockey conversation but the competition between the two cities remains a fiery as ever.

The first NHL franchise valued at over $1 billion, Toronto considers itself the centre of the hockey universe while Montreal believes it represents the game's heart and soul.

The money spinning Leafs reflect Toronto's status as Canada's economic engine while Montrealers see themselves as hockey artists.

"We have a history that goes way back, there is always a little extra energy, buzz in building when we play each other," said Toronto defenseman Mike Komisarek, who has experienced the rivalry from both sides of the street having spent six seasons in a Montreal uniform before signing with the Maple Leafs in 2009.

"You can feel it in the warm-up; you can feel it during for the anthem.

"As a player you dream about playing on this type of stage, it's a great rivalry and as much fun it is for the fans the guys love playing it."

ORLANDO, Florida (Reuters) - The last thing NASCAR fan Whitney Turner saw before she turned and ran was the undercarriage of Kyle Larson's race car flying toward her Saturday in the grandstands at the Daytona International Speedway.

"It was a scene from a horror movie," said Turner, 33, whose fibula bone on her right leg was shattered by flying debris.

Turner of Tell City, Indiana, was one of more than 30 fans injured in a multi-car accident on the last lap of the Nationwide Series race a day before Sunday's prestigious Daytona 500.

Turner is one of three fans seeking damages who this week signed on with Matt Morgan of the Orlando personal injury law firm Morgan & Morgan.

Turner's lawyer said, based on NASCAR history, "a lot of times they resolve these claims without having to go through litigation. So hopefully we can come to an amicable resolution on the value of these claims and move on."

The injuries happened when rookie driver Larson's car went airborne and sailed into the fence in the frightening crash, although he was able to climb out of the wreckage afterward.

Crews worked through the night to repair the fence so the Daytona 500 race could go on as planned. The speedway is owned by International Speedway Corporation

TRIED TO RUN FOR SAFETY

A lifelong NASCAR fan attending the race in Daytona for the first time, Turner said she had a front row seat and was standing as close as possible to the safety fence that separates fans from the track when the accident occurred.

Turner's seat was just three seats away from the fence's crossover gate, which is being looked at as possibly the spot where large debris entered the stands.

As the cars came around turn four, Turner said fans started yelling that there was a crash. Turner said she saw smoke, and cars turning around in the air, spewing debris.

"You can see them turn sideways and then all of a sudden they're getting closer. It happened so fast," she said, describing how she saw the belly of a car hit the fence as she turned away and tried to make a run for it.

Turner said she took about two steps back toward her seat when something knocked her down.

"The only thing I can remember is trying to stand back up and my leg, I could feel it snap," she said.

She recalled looking around and seeing a car engine on fire where a commercial video camera and a cameraman wearing a media identification tag stood moments earlier. She heard people moaning in their seats, and described the sounds around her.

"People yelling for help. 'There's a young boy.' 'Please come help us.' And I was screaming 'Help me! Medic! Medic!' ..... Then it all went like silent. Everyone was stunned," she said.

Medical personnel came to her aid and took her to the hospital. Doctors told her that, in addition to the fractured fibula, the debris sliced her Achilles tendon. Her leg was too swollen for a cast right after the accident but she expects to get one next week.

Turner, who works for a marketing firm, said she has been watching NASCAR races for as long as she can remember, and previously attended two races in North Carolina. Despite her injuries, Turner said she would return to the races.

"I can tell you I won't be in the first row again," she said.

NASCAR spokesman David Higdon said that, while the racing group does not discuss pending or potential litigation, "We'll likely provide an update on our next steps at our next race, which is this weekend in Phoenix."

A waiver on the back of the race tickets says that fans assume all risks, a disclaimer Morgan said was typical for sporting events and active locales such as ski resorts.

"Arguments can go both ways," as to whether the waiver absolves the company of all liability, Morgan said.

He said he had not yet determined whether courts had ruled on that issue.

"I don't believe, in my limited research, that NASCAR has many - if any - pending lawsuits against them right now," Morgan said.

He said he will focus attention on engineering studies on the safety fence at the Talladega Superspeedway after flying debris injured fans after a similar crash in 2009.
